County finance staff told the Board: "There are 11 bank accounts that we are, opening at M and T Bank." The staff member said two CDBG accounts would not be opened because the projects are nearly finished, and that signature cards had been received for the new accounts.
Commissioners confirmed that the list of authorized signers would remain unchanged and noted the two-signature control on checks. The chair moved to authorize the existing signer list for the new accounts and the vote was recorded as unanimous. Staff said they would circulate memos and signature cards for the commissioners' signatures as required.
Why it matters: maintaining established signer lists and two-signature controls preserves internal fiscal controls while setting up new bank accounts to manage discrete projects. The commissioners asked staff to notify them of any future signer changes.
