Officials: short-term rental platforms complicate TRT and sales-tax attribution for new CRAs

County staff and consultants told the Redevelopment Agency that tracking transient-room tax (TRT) and some sales-tax revenue for the newly activated CRAs presents technical challenges because platforms remit lump-sum payments that do not identify individual properties.
A staff presenter outlined the problem: many short-term rentals list on platforms like Airbnb and VRBO and those platforms remit consolidated tax payments without property-specific addresses, meaning the county receives a lump sum and cannot easily determine whether the revenue came from properties inside the Zion Mountain district. The presenter said, "most of them are just it's just a lump sum" and staff cannot reliably apportion those receipts to the CRA without additional reporting.
Sherry Dearden of the Utah Association of Counties told the board that if the Zion Mountain Special Service District wishes to claim part of those TRT revenues, the district will need to provide detailed sales information or get access to state reports. A county staffer explained the state-run Granicus tool can help: "It actually allows you to search like our old software did," and staff offered to share contact information so the district could obtain or access the same reports.
Board members asked questions about which TRT and sales-tax streams are already being captured and whether the Granicus reports would provide the needed geolocation to map receipts to the district. Staff said the state tool and county licensing records are the primary available paths to improve attribution, and the RDA will pursue collaborative reporting steps with the Zion Mountain board.
