Millette also flagged shifting federal priorities and a state law that limits overnight camping, which changes how the Trust conducts street outreach.
Millette emphasized investment in cross‑system partnerships, including a $2.4 million investment in a new mental‑health center, and urged improved data sharing and technology so county systems can coordinate responses and prioritize extremely low‑income households for scarce permanent options.
