Mayor Cava described a series of cost‑control measures used to balance the budget and prepare for uncertain revenue conditions. She said departments participating in the WISE 305 program identified more than $42,000,000 in efficiencies and that staff have identified $79,000,000 in reductions to help prepare for a tighter fiscal future.
The mayor said the administration eliminated more than 400 vacant positions from general fund departments, slowed hiring where appropriate, tightened overtime management and consolidated back‑office functions. She framed those moves as surgical steps intended to protect core services while reducing personnel costs.
