Staff explained the plan includes a 90‑unit market‑rate apartment (phase 2) with ground‑floor retail, a prior phase with a Broadway Pizza location, and a future commercial phase. The turn‑lane configuration and a new stormwater alignment required a slight modification to the easement geometry.
The council opened the public hearing, asked for comments, received none and closed the hearing. A motion to approve resolution 20208 — to vacate the listed easements and establish the new drainage and utility easements consistent with the updated stormwater alignment — passed by voice vote.
Staff said the change reflects a minor realignment of the stormwater pipe and associated easements to match the latest site plan and traffic turning improvements; the revised easement takes a slightly different angle and removes a portion of the future commercial corner. The resolution passed with council approval and the easement vacate/establish action will be recorded as described in the packet.
