Local fabricator tells council it was not solicited for Civic Campus facade

At the council’s open forum, Paul Millslagle, introduced by the chair, said his architectural metal fabrication business in Rogers was not solicited during the Civic Campus bidding process and asked the council to consider local suppliers for the project.
"We would like to be part of the project. We're literally 0.2 of a mile down the road and we've been doing this for well over 40 years," Millslagle said, giving the council his business address and saying his firm supplies architectural metal panels but is not the installing contractor.
The contractor’s representatives replied during the Civic Campus presentation and Q&A that the bid documents include a basis of design but also list approved manufacturers; subcontractors are bound by their bids until contract execution, and Terra will vet bidders’ qualifications before award. "So just to note that actually there were other approved manufacturers for the metal panel," a Terra representative (introduced as Anya Beck) said.
Millslagle asked the council to keep local manufacturers in mind as the project proceeds. City staff did not take formal action on the comment during the meeting; procurement procedures and the CMAR contract structure will determine final subcontractor selection.
