Adam Kennedy, a Westfir property owner, told the council he had contacted Charter (Spectrum) about installing cable internet at Portal Park and requested confirmation that the work would be permitted under the city's franchise agreement. Kennedy said he had applied through his LLC to be eligible for installation and that "his goal is to provide fast Wi‑Fi at Portal Park." Recorder Nicole Tritten said she would determine whether Spectrum’s planned work in the park would be permitted under the city’s franchise agreement.
Kennedy told the council there would be no cost to the City. Council members asked procedural questions about franchise permissions and whether any city approvals or permits would be required; staff will follow up with the City Attorney and the franchise agreement holder as necessary before work proceeds.
