Jeff May presented the city's recommendation to enter a professional services agreement with Snyder Associates to design a water-main replacement on Northwest 86th Street. He said the pipe has experienced side blowouts and repeated failures and that engineering work is needed to identify routing and fit the main within a constrained right-of-way. "Snyder Associates, the amount of $212,200," Jeff said, describing the professional-services contract; he added that the $2.2 million figure discussed was an "opinion of cost" representing expected construction expense, not the design contract value.
Council members asked about project timing, impacts to businesses and traffic during construction, and communication plans. Staff said design work would begin immediately and that construction timing would be determined during the capital improvements planning process; the council approved the professional services agreement 5-0.
