Resident says Manila's no-livestock rule conflicts with historic stock-drive permits

During the public-comment portion of the meeting a resident raised concerns that the town of Manila's ordinance prohibits livestock within the town boundary while some property owners said they still maintain horses and cattle on land inside the boundary.
A public commenter (S5) said the ordinance text appears to prohibit livestock and apologized for not attending a previous meeting in person. Another participant noted historical trail or stock-drive permits have allowed cattle to be moved through the town and asked the commission to preserve those routes. The board agreed to amend the ordinance language and follow up with specific changes.
Commissioners asked staff to research property boundaries and past trail permits and to return with proposed amendments so the county code would not unintentionally restrict historic livestock movements through town.
