Mayor Robert Jenkins said the town issued a mayoral emergency declaration during a recent fire and evacuation and asked the council to ratify that declaration at a formal meeting to enable recovery funding and assistance.
"So it was just a declaration of emergency," Mayor Robert Jenkins said, explaining the measure was intended to facilitate access to federal assistance for economic impacts and infrastructure needs. Staff described next steps needed to pursue federal mitigation grants, including a template letter for the Natural Resources Conservation Service (NRCS) to open discussions on design and construction of larger mitigation projects. As one staff member put it, "So once they get that letter, then, Kyle with the state would come up with with us and you guys, and we just kinda basically walk the area and try and identify any areas that we think need need something done." The staff member warned that NRCS-funded construction work would likely be on a 12–18 month timeline.
Council members agreed to bring a formal ratification onto an upcoming agenda and asked staff to prepare specific cost figures where relevant, including estimated payroll impacts for personnel paid during the evacuation. The mayor also noted the emergency declaration helps the city pursue FEMA assistance for economic impact on businesses that were closed during the weeklong evacuation. No formal vote to ratify occurred at the work meeting; staff will return with a draft action for a subsequent council session.
