City staff presented a one-year service agreement with Graham Health Systems under which the city's public-transportation system will provide origin-to-destination transportation for patients who face barriers to care. Staff said Graham will reimburse the city for the cost of rides so that individuals in need do not pay, and that the payment will be recorded as a local match to enable the city to draw additional downstate operating assistance funds.
Council members asked about the fee schedule and whether reimbursements cover trips to local clinics and to medical centers in nearby counties. Staff explained the on-demand structure and said the schedule accounts for trips within Knox County and to places such as Canton and Peoria; they emphasized the arrangement is intended to improve health-care access while not charging the individual patient. Council members expressed support and the agreement was approved in a recorded 6–0 vote.
