City staff presented and the council approved a renewed service agreement with Carl Sandburg College to provide unlimited fixed-route bus service for the college's students, faculty and staff from September 2025 through June 2027. "Under the agreement, Carl Sandburg will pay the city $7,400 with no changes to routes or frequency," staff said, and noted the payment will be recorded as a local match to leverage downstate operating assistance program funds.
The Public Transportation Advisory Commission had unanimously recommended approval on Aug. 14, 2025. Council members expressed support at the meeting and voted to approve the agreement in a recorded vote with six yes votes. Staff said the arrangement preserves service levels while reducing the city's net contribution to transit operations.
