Redfield council rejects proposed Greenlawn Cemetery regulations

The Redfield City Council voted down Resolution No. 2024-04, a package of proposed rules and fees for Greenlawn Cemetery, after brief discussion at its Aug. 5 meeting. Finance Officer Adam L. Hansen read the measure to the council as part of the ordinances and resolutions portion of the agenda. The motion to approve was made by Councilmember Amy Akin and seconded by Councilmember Matthew Weller; five council members registered dissent and the resolution failed.
The proposal included multiple changes and specific fees: an "Open and Close Grave – Adult (M-F)" charge listed at $500.00 and an "Open and Close Grave – Infant (M-F)" charge of $125.00, requirements for perpetual care, limits on the number and placement of ashes and markers, rules on flower vase positions and seasonal decoration windows, and a rule requiring burial vaults for all burials. The minutes record the reading as: "RESOLUTION NO. 2024-04 WHEREAS Redfield City Ordinance 12.36.070 provides the Redfield City Council with the power to make rules and regulations..."—a verbatim procedural line read aloud by Adam L. Hansen during the meeting.
Councilmembers who voted against adoption were Brent Derscheid, Dana Lewis, Mike Siebrecht, Keith Gall and Joe Morrissette; the motion was carried or supported by Amy Akin, Matthew Weller, Jessi Lewis and Mayor Frank Schwartz (minutes list dissenting members by name). The council did not adopt the new rules, and the existing cemetery regulations remain in effect until or unless the council brings a revised measure back for consideration.
