State to fund 90% of airport parking and entrance road project; city share $43,500

City staff recommended approval of a grant agreement with the Illinois Department of Transportation to improve the airport entrance road and parking lot, including resurfacing, expanded parking capacity and a reconfigured entrance.
"The state will cover 90% of the design and construction cost, and the city will fund the remaining 10% or $43,500," Mr. Hansen said, while noting the low bid recorded in the presentation was approximately $316,007.24. Staff said the city share would come from the Utility Tax Fund (Fund 59) and the state share will be reimbursed through the grants fund (Fund 13).
Work is expected to begin this fall or early spring; council approved the agreement by voice vote (6‑0). The project had been identified earlier in engineering work and the city previously approved the engineering agreement in April 2025.
