Staff said the low-and-best bid included a $25,000 contingency and that sufficient funds are budgeted in the community improvement/infrastructure fund. Council discussed the need for privacy to accommodate co‑ed staffing and to improve long‑term habitability; no member opposed the award and the clerk recorded a 6-0 vote to approve.
