Council approves wind energy ordinance updates requiring special-use review for large turbines

The council unanimously adopted ordinance 25-1013, which amends Chapter 152 to clarify permissions and standards for small and large wind energy systems in city limits.
Planning staff said small systems will be permitted as accessory uses in most zoning districts subject to specific standards, while large systems will require a special-use approval in agricultural, institutional and industrial districts and will face denser regulatory requirements including turbine-density limits, increased setbacks, decommissioning plans and liability insurance. Staff noted the intent was to allow safe, effective wind systems while minimizing impacts to surrounding properties.
Council members asked procedural questions about how large wind projects would be reviewed; staff and planning representatives confirmed that large systems would need at minimum 75 acres and to follow the special-use permitting process through Planning & Zoning.
The council voted 7–0 to adopt the ordinance on final reading.
