Council members pressed for more detail on pension solvency after the auditor’s overview of retirement-plan trends. Sebastian Dabrowski said the city’s net pension liabilities decreased slightly from the prior year and recommended reviewing a 10‑year trend to understand volatility driven by market returns.
Mayor Peter Schwartzman read pension figures from staff slides and noted changes in funded ratios: "the pension fund status IMRF it decreased from 97.7 to 96.4 solvency," and "the police pension... increased from 50.2 to 53.2," while "the fire pension increased from 50.2 to 51.8." Finance staff explained the council’s policy to maintain about $10 million in unassigned general-fund balance and to direct excess funds first to public-safety pensions, then to replacement funds and capital planning.
Council members asked for the pension slide to be emphasized in the ACFR packet and for an emailed follow-up with specifics on net pension liabilities and contribution strategies. Staff and the auditor agreed to supply the requested 10‑year trends and any assumptions used in actuarial calculations.
