Commission expands workforce-housing toolbox and agrees to special-assessment assistance program

Staff and consultant Vicky Placid Picard reviewed the village's existing workforce-housing programs and low uptake. To increase utilization, the commission agreed to expand program eligibility toward 140% of area median income (AMI) and to create a local special-assessment assistance program for condominium owners to help cover large assessments for repairs and resiliency work.

Vicky said the village's current programs were targeted at lower AMI tiers and that broadening eligibility would expand the pool of residents able to use a low-cost loan. "If the village gives up to $25,000, you're looking at something around $69 a month for payment," she said, describing a 0% thirty-year structure. Commissioners supported stepped outreach — regular newsletter and flyers — and directed staff to implement the expanded eligibility and to design the special-assessment assistance program modeled on the county program but made available only to North Bay Village residents.

The commission emphasized program marketing and quarterly reminders to increase awareness and uptake. Staff will return with program guidelines and an implementation timeline.
