Commission denies applicant-initiated T6 text amendments after debate over view corridors and bonuses

Commissioners voted to deny an applicant-initiated set of T6-30 Unified Land Development Code amendments on first reading after more than an hour of presentations and questions.
Planner Jim Hickey presented the four-part request — higher rooftop mechanical enclosures, expanded roof coverage, limited cantilevering into view corridors, and a 10% discretionary height bonus subject to community contribution fees. The applicant's representative, Graham Penn, argued the changes would improve design flexibility on small parcels and help modern mechanical systems. "The mechanical elements have gotten significantly larger... 25 feet is consistent with other jurisdictions," he said in support of the rooftop proposal.
Opponents on the dais, including Commissioner Chiavone, pressed for evidence of mechanical-size needs and warned that the changes would mainly raise private property values without clear community offsets. A motion to deny all four amendments passed on a roll call vote (motion carried 3–1). Commissioners asked applicants to return with site-specific plans rather than text changes that would rewrite standards across the district.
