Village staff said they are close to developing a parking-enforcement program that could contract the Miami Parking Authority to perform routine patrolling and enforcement using license-plate-reader (LPR) systems.
The manager explained the rationale to the commission, saying the Miami authority "has massive infrastructure and are ready to enforce," and noted the technology and maintenance costs for LPR systems. Commissioners asked for a detailed summary of what failed under the Harbor Island rollout before deciding whether to replicate or outsource enforcement for Treasure Island and other neighborhoods. One commissioner urged an "autopsy" of the Harbor Island program to understand the administrative back-office gaps and citizen complaints before moving forward.
Police leadership described how enforcement currently responds to complaints about expired plates, inoperable vehicles and storage issues, and said the department allows 72 hours before escalating to towing in many cases. Commissioners agreed to continue study and to return with an agenda item in September after staff compiles the requested information and options.
