Council members heard competing guidance on Oct. 6 about whether portable restrooms may be placed at the Trans Cascadia Excursions bike-shuttle site. City Recorder and Tourism Director Nicole Tritten said her Lane Council of Governments contact believed the use was allowed in the zone, but the Council also received a letter from Westfir resident Bob Bishop reporting that an inquiry to the County Building Department found portable toilets would not be allowed under State DEQ Water Quality Division regulations. Bishop provided a copy of the DEQ citation and an exceptions document showing required setbacks.
Tritten told the council she had opened an inquiry with the County and was awaiting a response. The council recorded the conflicting guidance and did not make a final determination at the meeting; staff follow-up with the County was requested so the city could determine whether a temporary or limited-use exception would apply.
