Byron council awards Old Byron School demolition to Eagle Demolition after 2–1 vote

The City of Byron Mayor and Council on Jan. 29 awarded the demolition contract for the Old Byron School (Parcel B01E 067) to Eagle Demolition. Council Member Chris Hodges moved and Council Member James Richardson seconded the motion; the council recorded votes of yes from James Richardson and Chris Hodges and a no vote from Rusty Adams, and the motion passed.
The council recorded the motion in the minutes as: "Motion made by Chris Hodges, seconded by James Richardson to award Eagle Demolition the bid for the Old Byron School demolition with the condition that the entire Request for Proposal Exhibit \"A\" be met within ten (10) days of the award date and that the RFP exhibit be included in the minutes as well." That condition is incorporated into the award and will be a contractual requirement before work proceeds.
The RFP for the project was issued Dec. 18, 2024 and specified the Demolition Area as Parcel B01E 067 in Byron, Georgia. Bids were due by 10:00 a.m. on Jan. 20, 2025 and were to be publicly opened in the mayor's office that day. The minutes note that a mandatory pre-bid walk-through occurred Jan. 3, 2025 and that bidders were to submit questions by Jan. 8, 2025 by email to the city staff contact listed in the RFP.
Next steps described in Exhibit A include a required pre-construction meeting upon award, submission of payment and performance bonds, proof of insurance, and the city inspector's role in inspecting and approving work before payment. The RFP also states the city’s preference that the main building be demolished on or before Feb. 17, 2025.
The minutes show the meeting convened at 12:10 p.m. after a delayed start due to the tardiness of Council Member James Richardson. The meeting adjourned at 12:21 p.m.
