Elite Public Schools reports lower enrollment, outlines adjustments and growth plans

Dr. Bishop and other staff described reasons for the shortfall: a planning and approval process for a high school that was overturned by a city council decision, delays in occupying Mare Island properties, and a strategic elimination of independent study (about 70 students last year). Dr. Bishop said the school is pursuing outreach, middle‑school athletics and transitional kindergarten/kindergarten camps to recruit more students, and that some state funding tied to nontraditional classroom space (SB 740) offsets costs tied to Mare Island properties.
