Elite Public Schools representative tells board off-campus sites are compliant

Julio Colombo, representing Elite Public Schools, told the Solano County Board of Education at a Sept. 11 special meeting that the operator’s use of three off‑campus properties complies with applicable zoning and building-code rules and does not extend instructional operations.

"My name is Julio Colombo, and I represent Elite Public Schools," Colombo said during public comment. He identified the sites as Morton Field ("The Cove"), 690 Walnut Avenue (described as Elite’s main office) and 91 Azure Avenue ("Elite Landing") and said each will house auxiliary, non‑instructional space to maximize instructional use at the main campus.

Colombo said Elite’s uses are consistent with each site's prior use — for example Morton Field for sports — and that Elite has received written correspondence from a Mare Island company confirming those prior uses. He told the board: "we do not believe that the material revisions necessary here as no instructional or educational uses will be extended to these sites."

The statement came before the board moved to closed session later in the meeting to discuss anticipated litigation related to a charter school occupying a second facility without board approval. The board did not take any reportable action after the closed session.

Colombo’s remarks focused on compliance claims and the operator’s expectation of working with the Solano County Office of Education to resolve any concerns. The board did not question Columbus during the public comment period and made no formal determination on Colombo’s assertions at the meeting.
