Garrett Jacobs (staff/engineer) told the council the funding arrived sooner than typical and explained timing tradeoffs if the city attempted to accelerate the work into the current construction season. He cautioned about potential bidder behavior and about coordinating prime and subcontractor responsibilities if multiple airfield contractors work concurrently. The resolution to accept the FAA grant passed by roll call.
