County manager would gain higher contract, lease and transfer authority under ordinance tweaks

Durham County staff presented proposed edits to the county budget ordinance that would raise the county manager’s administrative authorities for transfers and contracting from historic levels to $100,000 for many routine actions.

Budget staff said the change updates long-standing dollar thresholds that have not been adjusted for inflation: transfers between fund functions that previously required board amendment would be allowed up to $100,000 with subsequent reporting to the board (up from $20,000), and the manager could execute leases or service contracts up to $100,000 rather than the historical $15,000–$40,000 thresholds. “The manager’s recommending changing that and moving it up to a $100,000,” Keith said during the ordinance review.

Supporters framed the edits as efficiency measures that align long-standing practice with clearer ordinance language. Some commissioners expressed concern about the loss of board-level review and asked for benchmarking with peer jurisdictions. Commissioner Jacobs said she would have preferred to see the changes before the budget adoption process because the thresholds affect board oversight. “I personally would have preferred this come to us before the budget adoption process because these are significant changes in terms of the oversight of the board,” Jacobs said.

Staff committed to providing additional benchmarking data and routine reporting so the board would remain informed of contracts and transfers above prior thresholds. No formal vote on the ordinance language occurred in this session; staff said the ordinance will return for adoption on June 9.
