Solano County Board approves Elite Public Schools' petition to add three Vallejo-area sites

On Nov. 13, the Solano County Board of Education voted to approve a material revision to Elite Public Schools’ charter petition that adds three additional sites in Vallejo.
Courtney DeGroove, the board’s legal counsel presenting the staff report, told trustees the staff review considered the seven statutory factors under the Charter Schools Act and two AB 1505–required considerations for expansions. “SCO staff has found that the material revision does present a sufficiently sound educational program,” DeGroove said, and recommended the board adopt the written findings of fact and approve the revision.
The petition seeks to add Elite Cove at 1091 Azure Drive in Vallejo, a site known as Elite Landing at 690 Walnut Avenue, and a main office to supplement Elite’s current location at 100 Whitney Avenue, Vallejo. DeGroove noted staff reviewed updated and projected enrollment, the school’s budget information and lease agreements and concluded the proposed sites would not increase enrollment beyond prior projections.
Dr. Bishop, representing Elite Public Schools and participating remotely, thanked staff for the review and urged trustees to support the staff recommendation: “I would appreciate you, aligning with the findings of staff,” Bishop said. Bishop also described the need for spaces that allow staff to work effectively and for accommodations for student activities.
Trustee Coleman moved to adopt the staff findings and approve the material revision; Trustee Cheek seconded the motion. The board conducted a roll-call vote and recorded six affirmative votes, and the motion carried.
Next steps: the board’s adoption implements the written findings of fact presented by staff and authorizes the material revision as described in the petition. No public speakers addressed the petition during the hearing.
