The Colusa County Board of Education held a public hearing June 16 to review the 2026–27 Local Control and Accountability Plan (LCAP) for S. William Able Academy and the Colusa County Office of Education proposed 2026–27 budget, including the Education Protection Account. President Ed Conrado opened the hearing at 4:00 p.m.; Assistant Superintendent John Ithurburn presented the LCAP and staff financial officers reviewed the budget assumptions and projections.
Aaron Heinz summarized budget materials beginning with County Superintendent Chuck Wayman’s 2026–27 budget letter and financial analyst Mike Renshaw reported on general fund revenue and expenditure assumptions. Staff listed major cost categories — salaries and benefits, books and supplies, services and operating expenses, equipment and capital outlay, indirect costs and debt payments — and said the budget includes a projected ending fund balance of $2.67 million for 2026–27. The County School Service reserve for economic uncertainties was reported at $1.2 million, about 5% of the budget, which staff noted exceeds the state-required 3%.
