Speakers noted the city’s fragmented jurisdiction—sections alternating between city and county control—makes a strict five-year plan difficult because county priorities can force reallocation of resources. One member suggested a six-year plan would be more workable and provide scheduling wiggle room for unexpected events such as washed-out bridges or major repairs elsewhere.
Members also asked whether the Bioletics system demonstrated earlier could be used by council members or staff to map the network; staff said the system could be used in city vehicles but noted classification challenges where county and city maintenance responsibilities intermix. The council asked staff to bring a prioritized plan for upcoming seasons.
