Colusa County Board adopts 2021‑24 LCAP after public hearing; LCAP2 process used in 2020

Board staff outlined the transition from the short‑term Learning Continuity and Attendance Plan (LCAP2) processes used during 2020 to development of a multi‑year Local Control and Accountability Plan. Maria Arvizu‑Espinoza explained state changes that replaced a projected one‑year LCAP with the LCAP2 template in 2020 and warned districts of tight timelines for adoption.
"Because the Board will need adopt the plan by September 30, 2020, and the State has until August 1, 2020, to develop the template, LEAs would only have about one month to write it," Maria told the board during an earlier meeting. Staff later presented the 2021‑24 LCAP, reviewed stakeholder input, performance priorities and expenditure narratives, and the board approved the 2021‑24 LCAP on June 9, 2021.
Members discussed the difficulty of measuring outcomes because assessment and participation data were limited during the pandemic and directed staff to continue stakeholder engagement and to align the county's supports with district needs.
