Colusa County Office of Education reports improved ending balance, accepts clean audit and adopts 2021‑22 budget

Administrative Services staff walked the board through a sequence of budget updates and reconciliations during 2020–21, reflecting the effects of the Governor's May Revision, legislative action, and litigation cost changes. Aaron Heinz explained that Legislature action eliminated an earlier 10% LCFF cut and that subsequent adjustments and the end of certain legal fees produced an approximately $600,000 improvement in the ending fund balance in one revision.
"Those changes led to an overall $600,000 ending fund balance improvement," Heinz summarized during the August presentation. At the November meeting the board accepted the 2019‑20 independent audit presented by James Marta & Co., which the auditor described as an unmodified or "clean" opinion on the financial statements.
The board considered the First and Second Interim reports over the course of the year and ultimately adopted the 2021‑22 CCOE budget on June 9, 2021. Staff described the budget as showing restored LCFF funding, an expected COLA, reduced deferrals and projected surpluses for the coming two years. The board also adopted a resolution regarding the Education Protection Account and discussed the Budget Subcommittee's role in review and recommendations.
