The Planning Commission voted to forward a zoning ordinance amendment (ZOA022025) to the city council to implement AB 241, a state law requiring cities to allow right-by-right multifamily housing or mixed-use residential components on certain commercial properties. Staff said cities must adopt an amendment to Title 17 by March 1, 2026, and recommended modifications to the permitted-use table and use-specific standards to allow mixed-use development in CP, C1, C2 and C3 zones.
During discussion commissioners asked broadly where geographic locations of the change will apply; staff said the amendment will apply to properties zoned CP, C1, C2 or C3 that meet the adopted criteria and that staff will circulate maps via email. The commission forwarded the amendment to the city council for final adoption.
