Committee weighs 2026–27 CCSD start times and transport impacts for North Las Vegas families

City staff briefed the committee on Clark County School District’s approved start times for the 2026–27 school year and solicited feedback on implementation challenges for North Las Vegas communities.
“In the 2627 school year. Middle school start time will be 07:30. High school start time will be 08:30, and elementary school start time will be 09:15,” Ingrid Johnson told the committee. Staff asked members to identify roadblocks the city could help mitigate and to suggest supports for families and schools.
Committee members raised logistics and equity concerns. Latoya Jordan Brown, a parent, said a later elementary start requires more SafeKey (before-school care) capacity and earlier opening times so working parents and teachers can get to work. Robin Carpenter warned that many small schools do not have SafeKey programs and that staggered start times could break sibling-escort routines: "high school student is in class at 08:30, they can't drop their middle — their elementary age…" Members also recommended more crossing guards and safety training for e-bikes, scooters, and phone use while crossing streets.
Staff and community members suggested practical mitigations including expanded SafeKey sites, morning tutoring or optional before-school programming, coordination with crossing-guard services, and stronger communication with families about transportation options. Staff asked the committee to flag sites where SafeKey expansion would be most urgent so the city can prioritize support.
