Council approves Tule Springs East specialized area plan after consultant projects 70,000 jobs and 32,000 homes

Consultant Mark Dela Torre of MIG told the council the Tule Springs East area spans about 7,000 acres and, based on market assumptions and proposed place types, "the resulting development capacity is is around 70,000 new jobs for the area as well as 32,000 new homes." He outlined a phasing strategy tied to proximity to the 215 beltway and emphasized coordination with police, fire, schools, libraries and utilities.
Council members praised the scope of the plan and the community engagement behind it before moving to approve and ratify AMP 05-2025 and Resolution No. 2025-1. A councilmember moved the measure and the chair announced the motion passed; the transcript does not record a roll-call tally.
The presentation also noted regulatory and design recommendations, including overlay-district approaches to integrate place types with the existing zoning code. The consultant highlighted the need to address transportation and infrastructure constraints and to coordinate with UNLV where the university corridor will interface with new development.
The resolution approval sends the plan into the city's regulatory process for follow-on implementation steps such as zoning updates, facility planning and infrastructure amendments.
