Council approves Long Range Shooters site plan after neighbor concerns addressed with planters; vote 3–1

The council approved the site plan for Long Range Shooters of Utah, a small retail gun shop with a warehouse and a residence above office space, after staff confirmed the applicant revised the plan to meet parking requirements and provided a swept-path analysis.
Staff recommended council consideration without returning the application to planning commission because the parking exception that had triggered the earlier referral was no longer needed. In response to neighbors’ safety concerns the applicant added two metal planters between the parking stalls and the sidewalk; the planning staff and an outside engineer performed a swept-path test using the standard 7-by-19-foot vehicle template and demonstrated required vehicle maneuvers were feasible. The applicant told council deliveries would be typical residential-sized freight (e.g., parcel carriers) and not large freight trucks.
During discussion a council member emphasized resident safety and due process; another council member urged that ambiguous code be clarified for future applications. On the roll call the motion to approve the site plan passed: Brent Rummler, Sarah Blackwell and Chrissy Haneman voted yes; Andrew Young voted no. The motion included findings that the swept-path analysis had been performed and that the site plan meets applicable code requirements.
