Marshal praises new clinician certification; council funds Narcan trainer course

The marshal requested funding to make Morgan a certified Narcan trainer (S7 cited a $180 cost). Committee member (S5) moved to approve the training funds and the motion was seconded and recorded without objection. The council agreed the expense could come from restricted opiate funds or the training line, and asked staff to confirm the accounting line to use.
