Carrie Fitzpatrick, representing GreenSign Company, showed the council a demo of the digital sign the company proposes to install and described the product's features and timeline. "My name is Carrie Fitzpatrick, GreenSign Company," she said, and explained the display is wireless, auto-dimming and comes with free software and training. Fitzpatrick said Watchfire manufactures the displays and quoted a 4–6 week lead time for production.
Clerk Treasurer (S3) summarized the project budget and funding options and said additional appropriations would be required; she noted Park & Recreation offered $2,000, the marshal could provide $2,000 from restricted opiate funds, the water utility could contribute $5,000, and the council would seek a grant from the Ripley County Community Foundation. Committee member (S5) moved to proceed with the appropriations and apply for the Ripley County Community Foundation grant; the motion was seconded and no objection was recorded. The council asked staff to confirm county permitting requirements and to return with a final appropriation ordinance if the grant application progresses.
