Staff described required stormwater controls and buffer planting standards for the project, and the applicant’s engineer explained how pond and bioswale work will be staged across the two phases.
During the presentation, staff said the applicant “would construct an above ground stormwater management facility and infiltration areas in the form of bioswales to comply with the city's stormwater management regulations.” Commissioners asked how grading in buffers would be treated; staff said temporary grading would be allowed for construction but disturbed areas must be replanted to buffer standards at land‑disturbance permitting. Engineer John Wise told the commission the Phase 1 pond was designed larger than strictly needed for early construction so it can be modified later to accommodate Phase 2 as parking is added: “It's much larger than it needs to be for phase 1,” he said, explaining that storage is available for future buildout without rebuilding the pond.
Commissioners conditioned approval recommendations on final engineering and required revegetation at the permitting stage; those details will be reviewed if City Council approves the recommendation.
