Commissioners spent a significant portion of the Oct. 7 meeting probing the project's traffic, ingress/egress design and parking supply. Staff’s traffic summary projected 172 new daily trips, 27 evening‑peak trips and 270 Sunday peak trips for full buildout, figures some commissioners said merited additional scrutiny given the site's proximity to commuter routes.
A staff representative said Public Works had reviewed the materials and requested additional traffic analysis. “The public works have extensively looked at it,” staff said during Q&A, and recommended a center‑turn lane on the adjacent road and converting the northern access to a right‑in/right‑out to reduce conflict points. Commissioners asked whether the variances covered both phases and whether the road improvements and deceleration lanes would be built in Phase 1; staff said the land‑disturbance permit and phase plans would address those details.
Commissioners also asked about parking capacity relative to seating. Staff noted the project proposes 197 spaces at full buildout, above the ordinance requirement of 140; the applicant said the church’s observed usage patterns and family carpooling informed the parking target. The commission recorded the discussion and still voted to recommend the permit and variances, leaving final engineering and traffic mitigation for the permitting process and City Council review.
