Staff noted that while a resolution to create or expand the SSD must pass this year in order to levy a millage later, the actual millage rate would be set when the city adopts 2027 rates.
Council and staff discussed mapping issues — several council members asked for a clearer, side‑by‑side presentation of current and proposed SSD boundaries and noted that some tax‑exempt properties (for example, airport or CDC parcels) required careful mapping treatment. Staff said more detailed maps and comparisons will be provided and that there is time to refine the proposal ahead of a potential December deadline.
