City Manager Michael Johnson told council that a meeting last week produced agreement on Opportunity Zone nomination priorities and that the city will submit three tracts before the application deadline. Johnson said attendees agreed that Census Tract 200 should be the top pick and that staff — including Robert Naylor and Mike Paprocki — would help prepare and submit the write-up before the deadline.
Johnson said the submissions aim to create a continuous Opportunity Zone from Mingo through Steubenville if all three tracts are selected; he said Jason Hamman provided initial draft language to be edited and finalized by local staff and partners prior to filing.
