Bay Village flags higher costs for Westlawn watermain project; engineering ordinances on agenda

Ms. DeGeorge and Mayor Koomar briefed Council on two related public-works items. For the Westlawn Drive Watermain Replacement and Resurfacing Project, they said crews found the road condition worse than expected and additional engineering and construction funds are required. Council had previously authorized $628,000 in 2025 plus an additional $250,000 in the budget; the lowest recent bid for the expanded scope is approximately $1.3 million. Mayor Koomar said a section of Wolf Road will be held back so funds can be reallocated to Westlawn and that the Westlawn work will serve as a model for curb replacement on future projects.
Separately, an ordinance to authorize Chagrin Valley Engineering for design and construction administration services for the Wolf Road paving project (Bradley Road to Bassett Road) is on the Regular Meeting agenda. Mayor Koomar said a $250,000 allocation from Cuyahoga County originally intended for Bradley Road resurfacing will be applied to Wolf Road due to sewer construction at Bradley; an application for 2027 county funding will be made for the Bassett Road to Porter Creek Road section.
Council discussed bidding alternatives for short sections of Wolf Road. No committee votes were recorded; ordinances to authorize engineering services will be presented at the Regular Meeting for formal consideration.
