Council authorizes GVFD, city admin to pursue Texas A&M Forest Service grants and seek external financing

Council considered Resolution 2026-0402 authorizing the Gregory Volunteer Fire Department and the city administrator to pursue Texas A&M Forest Service grant programs and authorizing the expenditure and reimbursement of grant funds. Staff explained these grants often require the recipient to pay costs up front and then submit documentation for reimbursement, which can be 90–95% of expenses depending on the grant. Council authorized staff to seek external financing options and to return with financing terms for later council approval.

Council members asked about deadlines, interest rates and whether the city would bear uncovered costs. Staff said some grants include high reimbursement percentages (one training program referenced as 100%), that extensions or waivers are sometimes available, and that the city could be responsible for any portion not covered by grant reimbursement (including interest on any external financing). The council voted to authorize staff to proceed with shopping for financing and to return with recommendations.
