Castaneda said engineers would refine plans to address utility easements and noted the need to relocate some overhead electrical lines and coordinate with property owners on easements.

Castaneda said he expected a phased schedule to bring capacity online in the spring months and that the project had been discussed with the mayor and city staff during prior meetings.
