Council approves nonexclusive towing contract for unfranchised roll-off containers

City attorney Daniel (speaker 7) explained the city's prior exclusive franchise arrangement and the sticker-based notice process; he said the contract is nonexclusive and the vendor was confirmed to meet tow-yard safety and state requirements. Councilmember (speaker 2) moved an amendment to section 4.04 to require the contractor to provide owner information to the city at the time of notice. With that amendment the council approved the contract 6-0.
The contract allows the city to remove improperly placed roll-off containers and requires the contractor to support owner identification to assist enforcement.
