Council approves revisions to GUS low-income 'roundup' eligibility

A utilities representative (speaker 9) told council staff reviewed 2024 data and proposed replacing a broad 'documented disabled' category with a requirement that applicants provide proof of receiving Supplemental Security Income (SSI) for D2 eligibility: "What they wanted to replace the eligibility ... was receiving supplemental security income from the social security administration. They actually have to physically prove that they have that instead of just saying that they were documented disabled." Council approved the policy revisions 6-0.
Staff said the board overseeing the roundup program had already approved the recommended changes and that the council's action completes the local approvals needed to implement the revised eligibility criteria.
