Community Development Manager Tiffany Hill told commissioners that the site’s zoning allows alcohol sales with a CUP and that the operator must meet state Alcoholic Beverage Control (ABC) rules: the state limits one license per census tract and the applicant proposes to transfer a license from outside the county. Staff summarized conditions of approval intended to reduce nuisance and safety risks, including limits on window coverage and advertising, signage to deter open containers and loitering, a prohibition on on‑site consumption, mandatory employee training, and requirements for surveillance cameras and alarm systems. Hill said staff had received six emailed letters opposing the request; opposition cited concerns about public intoxication, increased law enforcement burden and perceived risks to neighborhood safety.
Commissioners asked about monitoring and enforcement; staff confirmed a review condition (Condition No. 45) that will bring the use back to the Commission for compliance checks. Staff also said code enforcement and the Los Angeles County Sheriff’s Department had not submitted objections to the operation as it currently exists. The commission adopted the resolution approving the CUP, subject to the listed conditions.
What happens next: The CUP is subject to the conditions adopted by the Commission and to any ABC licensing transfer requirements; enforcement of on‑site conditions is handled by city code enforcement and county law enforcement as applicable.
