The Lake Lure Town Board unanimously approved a Memorandum of Understanding (MOU) with Carolina Land and Lakes to obtain grant-writing and grant-management assistance aimed at flood and wildfire mitigation planning.
Melissa, a representative of Carolina Land and Lakes, outlined federal funding options, citing the FEMA Hazard Mitigation Grant Program (HMGP) and the Building Resilient Infrastructure and Communities (BRIC) program. The presenters said application competitiveness often depends on documented downstream population impacts and regional benefit considerations. Commissioner Patrick Bryant moved to approve the MOU; Commissioner Scott Doster seconded the motion and the vote was unanimous.
The consultants and staff agreed to schedule next steps to identify candidate projects and coordinate grant application planning. Potential priorities discussed included dam improvements, sewer and wastewater upgrades, and public-safety facility needs. The presentation emphasized incremental funding approaches for large projects and noted administrative complexity and timing challenges associated with federal grant programs.
Staff will return with a proposed project identification schedule and recommended next steps for grant applications.
