Council President moved to replace Exhibit A and Exhibit B with posted "as amended" versions that incorporate prior changes the council had adopted. Staff explained that the as‑amended HTML document on the agenda page reflects those edits and that the track‑change language for individual amendments is available in the agenda links. Councilor Pertelginny asked for clarity about where the public could see the original versus amended versions; staff said the website embeds the amended ordinance and that the separate agenda links contain the strike‑out/track‑change materials for reference. After discussion, the council approved the replacement exhibits by roll call (motion moved by Dunfee; seconded by Ryan) with nine aye votes.
On staff request, the council then voted to amend the ordinance’s effective date to Nov. 1, 2026 so the full set of code changes would align with federal timelines and ongoing code remediation work. Chief Planner Difenderfer told the council: "It's more of, for administrative reasons... we'd like to make them all available on November 1." The effective‑date amendment (Dunfee 4) was moved by Dunfee and seconded by Clark and passed by roll call with nine aye votes.
The council set the item for second reading at a date‑and‑time certain: Thursday, Aug. 6 at 2:00 p.m., not earlier than 2:10 p.m. The package includes earlier amendments the council adopted at prior hearings and this meeting; staff said the replacement exhibits and updated findings reflect those adopted changes.
