Library Director Amy Long told the board the library’s elevator failed on Jan. 22 and the vendor recommended modernization rather than further repairs. She presented a quote for $150,000 and said the library foundation’s $200,000 capital funds have already been allocated to grant reimbursements, leaving no ready foundation dollars for the elevator project.
"It is for a $150,000," Long said when describing the vendor estimate. She asked commissioners to consider the request in a subsequent meeting rather than taking action that day. Commissioners asked about competitive bidding and whether the county’s procurement rules would apply; staff replied that the packet specifies they will follow county procurement processes if competitive bidding is required.
Long also proposed partnering with the county human-resources department for recruitment, personnel policy alignment, and processing hires and separations while keeping staffing decisions and payroll under the library board. She said the arrangement would let the library use HR expertise without hiring additional HR staff. Commissioners indicated they supported exploring bids and procurement compliance and asked staff to return with additional details and options before funding decisions.
